Summary/Abstract: Although public policy as a discipline appeared in the Second World War, policies have been studied throughout history. The roots of today's public policy discipline have begun with the use of modern science in policy making processes and when this applies to all policies, public policy has become a discipline. The aim of this study is to examine the development process of public policy and its present state. At the point of development of the discipline, modernization process was applied. In terms of the disciplined role, it is based on postmodern type. In the study, public policy is divided into an action and a field of work. It has been shown that the public policy, which is the result of the further use of science by the state in the context of grasping its importance, can be evaluated within the process of modernization and this form of use can be considered within the scope of criticism of postmodern discourse.
