Summary/Abstract: The paper analyzes the rules on responsibility of international organizations as one of the most complex issues of international law. The analysis includes interpretation of the Draft rules on the liability of international organizations adopted by the International Law Commission, but also the practice of the International Court of Justice, which offers concrete solutions for numerous issues. It points to the analog solutions regarding the rules on State responsibility, which have a more secure basis in international law, but also the necessity of quickly building mechanisms at the international level for the implementation of responsibility of international organizations in the current system have no locus standi before the International Court of Justice. Special attention was paid to the requirements of the Republic of Serbia in terms of responsibility of the United Nations and NATO in the event of intervention in the FRY, according to the current rules on liability existing at the level of general customary international law, and the provisions of the Draft rules on responsibility of international organizations in 2011.
