Summary/Abstract: There may not be state liability for wrongful act if the act concerned is not attributable to the State. The issue of attributability is quite complex, as the individuals may have gone beyond the limits of authority bestowed upon them by the State, or their connection to the State may be restricted. The author examines the concept of attributability in international law, focusing on the traditional grounds of attributability, and critically inspecting justification for its newer grounds. In that regard, the author analyzes a number of cases before the International Court of Justice, and the work of the International Law Commission.
