Considerations Regarding the Compliance with the Framework of Relations in the Exercise of Public Functions in the European Context

Summary/Abstract: In the context of public dialogue, civil servants shall be responsible to respect the image, the reputation, and the dignity of the persons with whom they have institutional relationships. In other words, for the ordinary citizen, the use of a defamatory expression is more of an evidence of poor education, which is not legally punishable, but for a person exercising a public function the same behavior is a misdeameanor. On the other hand, even if the legislature does not impose a particular behavior to the citizen addressing a public institution, the Code of Conduct for civil servants recommends, however, due respect to the rules of conduct for all the other people involved in public relations.
