Summary/Abstract: Looking toward scientific community which deals with constitutional law’s and political system’s issues, one could find no unanimity among scientists regarding Serbia’s system of government under 1990. and 2006. constitutions as being semi- presidential. Some important, but distinctive opinions, argue of system being of parliamentary, even presidential (charismatic?) type. For which reason, author first clarifies theory of semi- presidential system, i.e. makes attempt to shed some light on (still) unprecise definition of semi-presidential system notion, and he thought this section will serve as introduction into further examination of the matter at stake. Then, he proceeds to analyze constitutional arrangements in the last two decades, with special regard to examples from political life in which president acted as an important figure, but to comparative semi- presidential, east- European aspect as well. The due consideration is given to the suspensive veto and emergency powers. Having encountered with newest hints from political class that Constitution 2006. is actually to be revised, author suggests package- reform concerning head of state institution. He assumes that president of Serbia, obliged by former and contemporary constitutions, produced nothing but a futile or non- institutional biassed practice and achieved unsatisfactory results, in terms of efficiency and effectiveness in political system of Serbia.
