Summary/Abstract: The aim of this study is to determine how the 6th class’ Turkish course-books in attaining the goals of Turkish Programme are understood and interpreted by students and teachers, and whether they perform their function of being a mediator in achieving the goals and acquirements identified in Turkish programme by consulting the teachers’ and students’ view using a survey. In this study, survey method is used. 16 of the primary schools in city center are chosen at random and data is obtained by applying to the opinions of the teachers and students in those schools. While teachers suggest that 6th class Turkish course-books reflect the function of being a means for the goals and behaviours of the program to a moderate level, students rank this level as low. This case shows the conclusion that the course-book presented to the education milieus doesn’t perform the functions such as being a source, a guide and a mediator for education.
