Singularity of the Personnel Recruitment and Selection System in the Public Sector of Šiauliai

Summary/Abstract: The object of the research is the public sector of Šiauliai, its personnel opinion research on the procedure and methods of personnel recruitment and selection. The main aim to find out the opinion of the public sector personnel about the system of human resources recruitment and selection. Various scientific works and literature, material from the Internet and mass media were used for the analysis. A written questionnaire was administered. The analysis of the data was made using MS EXCEL program. It included 100 public sector employees from Šiauliai city educational, judicial, law and order, municipal government, social security and other departments. Study findings: the main ways and methods of personnel recruitment and selection possibly useful for other institutions and organizations were surveyed. The main ways of recruitment in the public sector are recommendations and suggestions by the manager of the organization. Ability to communicate, self–confidence, optimism, personal qualities, analytical thinking, administrative and managerial abilities – all these are priority factors getting a job in the public sector. Study results could be used optimizing human resources recruitment and selection system in the public sector.
