Summary/Abstract: In the historical development of administrative justice in Bulgaria take place and two attempts for formation of the State Council. The State Council has the primary functions of the administrative council. It provides advice on government bills, projects for administrative regulations, administrative decisions the prime minister or ministers. Along with this main role the State Council is and court instance for resolving administrative disputes. It is both the first and last instance and also Court of Cassation and Appeal.
