Summary/Abstract: The problem of this article is, by considering the cyclical state of era, for what purpose Abdulhamid and Abdulmecid submarines are ordered by Ottoman navy from Nordenfelt Company, and what kind of tactical roles is given to these submarines. In the last quarter of the 19th century, submarines were found appropriate particularly for the coastal and harbor defense, and then break the blockade the mouth guard duties deemed in the light of developments. The seas which strategy for the period of domination is the center, submarine becomes an important defensive weapon, flaming arms race between countries. When Greece ordered Nordenfelt I submarine in 1886, for the first time in history a state had a submarine vessel. Against this, the Ottoman Empire aimed to have two times more tactical and technological superiority in number than his opponent with a higher technological adaptation of a secret weapon in the Aegean.
