Summary/Abstract: The question of court jurisdiction over the subject must be answered from the perspective of the object of the civil actions regarding the replacement of the measure of emergency foster care with that of the guardianship of the child. Some courts stated that the local court has jurisdiction, because the matter in question is that of the guardianship of the child, while other courts stated that the matter regarded mainly emergency foster care replacement and therefore the district courts have jurisdiction over the matter.
