Summary/Abstract: The paper defines the terms of challenges, risks and threats to security. Today's world, especially Europe as a synonym of democracy and the rule of law, is faced with the biggest security crisis since the end of the Cold War. During the Cold War, security had, above all, a state-centric and military significance. The possibility of a nuclear or conventional war between the superpowers was a main security concern.Today, the concept of security has expanded, on one hand, from military to the other sectors and , on the other hand deepened, from the state to non-state reference objects.The paper discusses the fact that in today's world, new-old security challenges, risks and threats have emerged, such as are civil armed conflicts, organized crime, cyber crime, terrorism, migration, human trafficking, pandemics and even climate change. Also, the paper discusses the importance of security perceptions and the factors that influence its structure, therefore comparative analysis of contemporary challenges, risks and threats was done by analyzing the strategy of national security the US, the EU and the Republic of Serbia. In this regard, we have analyzed the phenomenon of organized crime as one of the greatest threats to modern civilization that increasingly tends to assume global significance and that threatens human survival, economy, financial systems, the environment itself as well as the achievements and values of human civilization. Starting from the actuality of organized crime as a phenomenon, the paper deals with some aspects of the problem of organized crime as one of the most modern, non-military threats to national and international security. When it comes to threats to national security, destructive effects on all spheres of social and state life are evident.
