Summary/Abstract: Organized crime and corruption are one of the biggest threats to modern civilization that increasingly tends to assume global significance and that threaten human survival, economic, trade and financial systems, the environment, and the very achievements and values of human civilization. This paper deals with some aspects of the problem of organized crime as one of the most serious contemporary non-military threats to national and international security. When it comes to threats to national security, destructive effects on all spheres of social and national life are evident. Organized crime and corruption are not only very serious, but less visible and net completely explored social problem. Starting from the actuality of organized crime and corruption as a phenomenon, the paper also points to the evolution of new and threatening dimension of modern organized crime and the economic consequences that poses for citizens and national security. Here we especially emphasize the problem of corruption in the public sector or in the economy (Global Corruption Perceptions Index - CPI), as one of the most dangerous and damaging forms of this negative social phenomena. Also, in this study, we have covered the basic characteristics and causes of corruption in the economy and discussed the most important aspects of the fight against corruption in Serbia in accordance with the provisions of the National Strategy for the Fight against Corruption and Action Plan for the implementation of the National Strategy for the Fight against Corruption. Finally, there is a brief review of the legislative framework and the activities and results achieved by the police in the fight against corruption (immediately after the adoption of the National Strategy). The paper also discusses the policy of repressive actions of the state, as one of the forms of combat against organized crime and corruption, by analysis of criminal offenses against official duty, in the period between years 1990-1999 and 2000-2009 with special emphasis on imprisonment as sanction. Those two periods are compared because of different socio-political systems, as well as varying degrees of success they had in tackling corruption Organized crime and corruption as a severe form of criminal activity can never be completely eradicated. However, with application of certain forms of struggle, they can be reduced to a more tolerable level, with the ultimate goal of (by using adequate resources) efficient prevention and, if possible eradication, in those areas where they are doing most harm. Harmful effects of organized crime and corruption are reflected primarily in their devastating impact on important social values and goods: democratic institutions and a market economy.
