Summary/Abstract: Power has been one of the key concepts in international theories. There have been various approaches and thesis related to power in international relations during different phases in the history. There have been many studies to understand the nature and structure of the power. Soft power put by Joseph Nye has been one of most important theories for power. The theory of soft power, contrary to the realist paradigm, argues that power is not only composed of hard power that includes military tools only. First, soft power concept will be analyzed in this paper focusing on basic principles of soft power. Subsequently, "public diplomacy" that is regarded as part of the soft power in the international relations will be reviewed. Conceptual, theoretical and historical aspects of public diplomacy will be put on the table and questioned why public diplomacy became an important tool of foreign policy. Additionally, terms such propaganda, nation branding, cultural diplomacy and psychological warfare mostly confused with public diplomacy will be analyzed.
