Summary/Abstract: The present article looks into the changes that appeared in the educational system of MSSR, as a component of the totalitarian system. We find that the education guiding system of MSSR evolved according to the changes that occurred periodically in the soviet society. The strategic process of shaping the “new man”, launched by the leaders of USSR at the beginning of the 60s, imposed the need to optimise the efficiency of the education guiding bodies. The old guiding system, which included the two ministries of education (pre-university education, specialised middle education and upper education) could no longer measure up to the new Soviet realities, as the leaders saw it.
