Speaking in regards to one penal system it is complicated enough; however, discussing two systems simultaneously and providing a sound analysis is even more complex. Still, we can learn something from observing what works in these systems and what doesn’t and also, what we have to learn from issues and strengths. When we speak of Romanian Prison System and Azerbaijani Prison System we compress a lot of important information to debate. Based on the Criminal Code, carriage of sentences law and regulations for internal disciplines in prisons from the both countries, we will conclude the weaknesses and strengths and also, alternatives in prison system.
