Summary/Abstract: The capitalist socio-economic order grew out of the Enlightenment individualism, with the freedomof action of the unit. Idea of freedom referred both to personal freedom, private property andfreedom of management. According to this concept the state should not interfere in the economy,especially in the social sphere. However, the realities of the nineteenth-century social and economiclife differed from the idealistic assumptions and, therefore there were voices opting for a fairer distributionof manufactured goods, which in turn necessitated the development of social legislation, andsocio-economic development of the competence of the state.
