Summary/Abstract: The competences of the European Parliament in the institutional system of the Community and the European Union have changed significantly since their fondation to the present. Originaly in the Treaty establishing the European Economic Comunity the Asembly had an adwisory role in the process of adoption of legislative acts and election of the Commission. The European Parliament has not accepted his marginal position because he falt that as originaly democratic body he must participate in the governance of the Community. The political goal of the European Parliament was actually in the legislative and the process of election of the Commission to obtains the competence of the Assembly in federal state and therefore to federalize the constitutional system of the European Union. After the years of long contest the European parliament succeded in their intentions. Today the election of the President and the members of the Commissions is not possible without his consent. The ordinary legislative procedure in th Union is closer to the federal model in the sense that a kind of European government (the Commission) propose to the chamber of people (the European Parliament) and to the chamber of statets ( the Council) legislative acts. However the adoption of legislative act require the consent of both chambers which deviates from the federal model where the chamber of people has the final word in legislative process.
