Summary/Abstract: This paper discusses preparation for disaster response in the context of state education strategies. A functional analysis has been made of the administrative units that are directly involved in the handling of emergencies, the structures that have to provide quality education and training have been shown. Described are the responsible institutions and training centers that provide the theoretical and practical training of the different social categories. Presented are the results of an empirical study of the Bulgarian Red Cross, which assesses the quality of training of employees in local authorities and citizens. Proposal for creating a new organizational and methodological model for allocation of responsibilities and obligations in ensuring the training of the population is made.
