Summary/Abstract: Europe Coal - Steel Community which was found with Paris Treaty concluded in 1952, Europe Economics Community and Europe Atomic Energy Community which was found with Rome Treaty concluded in 1957 in order to rebuild Europe after Second World War , was named as European Union with Maastricht Treaty concluded in 1993. Relationship between Turkey and European Union which has started in 1959 formed by Ankara agreement which came into force and foreseen to membership of European union as the preparation, the transition and the last periode. With attaining candidate status in 1999, started negotiations with the EU. Turkey started to implement European Union’s Common Trade Policy and undertook European Union’s preferential trade system with the Customs Union. By joining the Customs Union, deficiancy of external trade has increased. Counting of the reasons for this situation: unsufficient financial support of the EU, no foreign investment on Turkey, while importing goods of the EU without customs, implementing the same customs of the EU for other countries not a member of the EU. Turkey, still has been in candidate status struggles with the necesseary criteriouses to join the group.
