Citizens and Local Governance In Montenegro

Summary/Abstract: The reform of local governance in Montenegro was introduced as early as in 1998. One of the main goals of this reform is the approximation of local governance to citizens. Citizens as the public service users occupy the central position in a new system, particularly considering the importance of participation of local population in exercising the rights to local governance. The emphasis is placed on allowing faster, easier and more efficient exercising of their rights at the local level. The local governance is achieved differently in every state, in accordance with special needs and tradition of a social-economic organization in question. Considering the phenomenon of „public apathy“ in a significant number of European states, there is a need for collecting data on participation of citizens in deciding and managing local affairs as well as parallel legal experience in this field. The question now arises concerning the protection of individuals in relation to local governance at the supranational level and representation of all categories of citizens in the public life. The author tried to indicate the steps which should be undertaken for the purpose of improving the current situation by analyzing numerous European standards in international documents, their implementation in the legislation of Montenegro and their achievement in the practice.
