Conclusions. It is proved that the most active development of Pavlenkov libraries was in the period of 1905-1907, which was associated with the rise of political life, the democratization of society, thestrengthening of national cultural and educational prosperity. The further development of Pavlenkov librariesstopped because of the reaction policy in the country, increasing of the police harassment and the prohibitionof Kyiv literacy society in 1908. It is underlined that Pavlenkov libraries were often the only centers of culture in the remote places. They also executed different social functions and were not only libraries, but also clubs and museums. It is proved that the main direction of Pavlenkov libraries activity was aimed to readers from the simple population, especially among the lower classes in villages and small towns, to reduction of the cultural distance between the center and periphery, to the creation and development of cultural and educational space in the region. It is determined that despite a significant number of Pavlenkov libraries, established by the Kyiv literacy society (according to various sources from 167 till 267), the company had not put the goal to build a library network. They wanted to create as many public libraries as they could, regardless the frequency of their location.
