Summary/Abstract: Child welfare is an area that has interested all people over many centuries , placing greater emphasis in the late nineteenth century, when forces were concentrated on protecting children from parents of violent or poor, placing their children in a form school or another. Reforms should be focused on a system of services to meet all the needs of children, to protect the vulnerable such as children in difficult circumstances, to offer them the chance to develop their full capacities and enable them to participate the key decisions that affect them and foster care is one way to success in this regard.
