Summary/Abstract: One of the first tasks for someone who activates in a community is towork together with those politico-administrative responsible and with otheroperators within a research project dedicated to the social utility areas whichare not totally covered yet in territory. We are speaking of managing theelderly persons manifesting real needs. Thus, there has to be an emphaticperceptivity from the institutions which allocate the tasks, because only in thismanner the elderly persons potentially interested in putting energy are sociallyperceived as a resource and they perceive themselves as a resource, as well.
