Summary/Abstract: The article presents the problems of organizing a cultural undertaking in conditions political and economic anxiety on the example of film festival and urban planning 86, whose first edition took place in April 2014 in Slavutych. Basic problems of all organizers of cultural events from the third sector are related to obtaining financial resources for the implementation of the event, the possibilities offered by the grant system and grants, anchoring in the local structure, as well as developing a concept program that would be in line with the mission of promoting culture and education. These problems appear to be particularly difficult to overcome in a situation political conflict escalating to the level of war.
