General Characteristics of Administrative Supervision in the European Union

Summary/Abstract: This paper examines the complex model of administrative supervision within the EU administration. It includes the typical internal supervision within the Commission and the less internal supervision of the European agencies and networks. It also encompasses the administrative supervision of the Member State administrations, which are apart of the integrated European administration, and require cooperative, composite and transterritorial administrative measures. The central issue is how to reconcile the traditional model of centralized hierarchical authority of the administrative supervision with the complicated model of EU administration involving multiple actors on different levels. The present structures, procedures and methodologies of administrative supervision have not arisen on the basis of a systematic approach. Therefore, more uniformity and standardization would be a useful starting point for the future administrative reform in EU.
