Summary/Abstract: Far from its initial goal, that of impact indicator in science, the ISI impact factor is nowadays used as a quality indicator in science. Academic journals publishers, academic institutes, universities,governmental agencies and info documentary institutes are the main beneficiaries of the impact factor. I presented throughout this work the way these beneficiaries are using the impact factor, I presented a few opinions of its creator, Eugene Garfield and I paid a special attention to the official regulations in Romania and Europe.
