Summary/Abstract: Aim: Performance analysis related to the level of service provided is becoming increasingly important in the urban passenger transport literature. The purpose of this paper is to develop a model to measure the service efficiency of bus transit routes and analyze the performance of bus transit routes which are operated by private and public institutions comparatively in Sakarya city. Method: In order to measure the service efficiency of public transportation routes comparatively, a model consisting of three inputs and one output has been proposed. The proposed model was analyzed by data envelopment analysis. Findings: Analysis results show that transit routes yielded low efficiency scores in general. On the other hand, it has been determined that the service efficiency of transit routes operated by private institution is higher than those operated by the public. Results: Based on the efficiency scores, suggestions were presented for improving the route efficiencies. The relative inefficiency of public institution is partially explained by its non-profit oriented social role and service orientation.
