Summary/Abstract: The beginning of development of information society in Europe dates back to the year 1994, whenMartin Bangemann’s Report was published. Since that time the European Union has undertaken a lot of initiatives, plans of actions and strategies forming directions of development of InclusiveEuropean Information Society. All of them result from the assumption that information is a commodity in today’s society, which is perceived as particular immaterial good, which is even more precious than tangible goods.
