Summary/Abstract: Although market regulations are subject to numerous academic studies, both at a general level and in specific markets, most scholars focus on qualitative research. The quantitative market regulation research results in building static or dynamic regulation indexes. A large part of this type of indexes applies to the overall economy while only a small percentage of them concerns tourism market. The aim of the paper is to build a tour operator market analysis, national legislations and interviews with representatives of tourism organizations in 11 European countries. Market-specific regulations in research area can be compared only to a very limited extent. Moreover an index of tour operator market regulation is not correlated with the index of economic freedom. According to the authors only significant liberalization of tour operator market may render an establishment of a common market area in the European Union.
