Summary/Abstract: Given the changes taking place in the international security environment, permanent, accelerated and unpredictable, defence diplomacy, from a vector of study, becomes an active foreign policy of a state. National interests and values of a state obtain global meanings by changing institutional working tools, by moving from state level to regional or global. In this context, the promotion of a state, in all respects, can be accomplished by appealing to concepts that have become working instruments, defence being one of them. In a secondary role, defence diplomacy becomes a leading actor in the world of international actors.
