Summary/Abstract: The phenomenon of migration is a priority on the EU agenda. The Lisbon European Council held in March 2000 set ambitious targets for the EU economy to become the most competitive and dynamic in the world. One of actions to meet this goal was to create a unified system of rules on the conditions of entry and residence of third country nationals for employment of highly qualified jobs. Through the EU Blue Card the aim was to encourage the development, strengthening and integration of legal economic migration within the provisions system of mmigration policy. This article seeks to identify whether the Directive 2009 /50 / EC of 25 May 2009 on the conditions of entry and residence of third -country nationals for employment of highly skilled jobs has fulfilled the objectives set.
