Summary/Abstract: Municipal management is the basic conditioning system of economic development – social in local government. The increase in requirements for utilities require large investments, which are characterized by high capital intensity and long payback period. This article aims to analyze the amount of infrastructure investments through the prism of various analytical criteria such as: functionality, time, measurable benefits, and coverage. Analysis of investment by the test criteria allow to determine their role in the development of the local municipality.
