Summary/Abstract: The EU services market is an important part of the EU Internal Market, where many administrative and regulatory barriers still exist. After many years of stagnation in practical implementation of the freedom to provide services, since the beginning of the 2000s many new initiatives have been adopted, including the service directive of 2006. However, due to the lack of substantial progress in eliminating obstacles in the internal market, the Juncker Commission has taken concrete steps to reduce some existing burdens. The aim of the paper is to give an initial assessment of the initiatives proposed by the European Commission under the “service package” in the light of existing barriers in the EU services market. Based on examined strategic European legislative documents and analysis we found that the Commission’s proposals address both administrative and regulatory barriers. However, it seems that these initiatives are not ambitious enough for the completion of the free movement of services within the EU.
