The town "millionaires" dominate in the network of urban settlements of Russia. The number of them is 15, and there are other regional centers that concentrate a huge part of the demographic, social and economic potential of the state and the regions which they are the centers of. The processes of demographic polarization are very intensive, and are also followed by making the differences in regional development. Another general trend, clearly expressed in the territory of Russia is the process of moving population from small to large cities. In small towns (less than 50,000 inhabitants) there are about 16.5 million inhabitants. Russia is becoming a state of very small villages, and enormous rural areas with very small population. The rural population in Russia makes 26% of the total population (37.5 million) and with the total population (more than 70% of the population lives on 10% of the national territory) is very unevenly placed on the territory of Russia (nearly a quarter of the total rural population of the state lives in North Kavkas).
