Summary/Abstract: The formation of an ombudsman (public auditor) institution in public life was first established in 1809 in Sweden with the desire for control the power of state institutions as a constitutional tool. Since the 1960s, the ombudsman has grown in the United States, especially in corporations, universities and governmental institutions, but rather than being a management instance, it has been designed for functioning as a neutral party. The ombudsman, which is a Swedish word, literally means “a person who represents someone elses”. Among the duties of an ombudsman one can cite following points: Defending human rights in the city councils, protecting the rights of the people and undertaking the role of public auditor as well. This basic concept has gained popularity as the time went on and has been accepted in higher education. The first attempt to realise the idea of ombudsmanship in the sphere of higher education was a student initiative in 1965 at Simon Fraser University in Vancouver, Canada. In this article, the ombudsman system, which is quite common in abroad despite being absent in the Turkish higher education system, will both be described and explained and from the examples of abroad the applicability in Turkey will be discussed.
