Summary/Abstract: The public servant is that person appointed in a public function within the working apparatus of the central and local public administration authorities, autonomous administrative authorities in order to fulfill the competencies provided by the law. The rights, professional obligations, behavior and incompatibilities of the public servants are regulated with a general character and the stability, as well as the immovability originate from the need to find a tool that would stop the increasing intervention of politics in the administration.
