Summary/Abstract: New assignments of functions and a modified administrative and financial system have been introduced into public education. This centralisation process is in line with public administration and public service management changes occurring after 2010. The share of local government expenditure in general government expenditure has been reduced – and as regards public administration, county-level, unified government offices and, at the sub-county level, education districts have been established. The revenue-control mechanism of local governments introduced in 1990 has now been replaced by expenditure-focused funding schemes. This has meant centrally-financed teacher salaries, school management by educational districts and reductions in budget transfers to local governments. This transformation cannot, however, be evaluated in a comprehensive way because of the short amount of time that has elapsed and a lack of reliable information. Yet it can be stated that, due to the extreme centralisation, administrative accountability now dominates public education and voter-customer influence has diminished. The main question still remains, though: whether the new system will be able to manage all the problems accumulated in the past, or not.
