Summary/Abstract: From the outset of its development, human civilisation has witnessed different forms of social and political organization aimed at unifying people in respective societies. In general, they mutually differ in quantity and program commitments. At the international level, the subjects of globalization are states. However, globalization has its limitations in terms of failing to ensure the global development. This idea is embodied in the concept of utopia as an unrealized idea which is commonly perceived in modern theory as a philosophical, thought-driven and operationalised “flight” over the given reality. The utopian perception of the world is shattered, to a greater or lesser extent, by secession.
