Summary/Abstract: In view of the unforgettable historical experiences in Central Europe, public opinion tends to identify a centralized form of government with authoritarian and dictatorial systems. However, a combined interpretation of the meaning of decentralization and democracy creates a vision of a grassroots-based and self-organizing society – and both phenomena are present in the field of education. Thus, within an atmosphere of fear and the presence of illusions, the subject of public discourse focuses on state administration techniques and school autonomy rather than on the problems concerning civil and liberal representational democracy at the central and local levels.
