Summary/Abstract: New psychoactive substances that may have numerous commercial, scientific and industrial uses, may pose risks to health, society when consumed by humans. Shortly after the birth of an internal market without borders and from the emergence and rapid spread of synthetic drugs, such as amphetamines and ecstasy, it became clear that the effectiveness of the measures taken at national level was limited and that EU action was needed to stop the spread of the harmful substances.
