Summary/Abstract: In this article presents one of the main tools of public proinnovation policy in Poland, which are research and technological development strategic programs (R&D). Relationship between the state and the market are one of the most important aspect in the area of this kind of public policy. The key actor of the national innovation system in Poland is the National Centre for Research and Development (NCRD). In this context author has been described the role and aims of this institution in the Polish NIS. The NCRD is currently implementing five strategic R&D programs: BIOSTRATEG, STRATEGMED, TECHMATSTRATEG, GOSPOSTRATEG and INFOSTRATEG. The conclusions show the dilemmas regarding the efficiency and effectiveness of the state strategic programs.
