Analysis and Evaluation of the Proposed Changes in Statutory Retirement Age in Poland

Summary/Abstract: The aim of this study is the analysis and presentation and assessment of changes in the statutory retirement age in Poland, proposed by the president A. Duda. The article presents results of research in which the following methods has been used: critical analysis of legal acts, comparative method (in relation to the selected parameters in the Polish pension system and pension systems of other EU countries), description and explanation. Analysis of the possible effects of changes in the statutory retirement age was carried out in both the macro- as well as microeconomic perspective. The analysis shows that the introduction of a universal retirement age for women at 60 years and for men 65 years is not justified form macroeconomic point of view. Such a solution will significantly deep both the deficit of the Social Insurance Fund and undermine sustainability of the state of public finances in the short, medium (2020) and the long term (until 2060). It can also affect the professional deactivation of older people, able to work yet. From the point of view of a participant of pension system the evaluation of proper statutory retirement age is more complicated, because it depends on the individual circumstances and preferences. The author proposes to enclose proposals for legal solutions that prevent employers from dismissing employees only due to reach retirement age, if they can and want to work longer, and stronger incentives to participate in additional voluntary pension schemes in Poland.
