Public management in relation to the new paradigm: governance

Summary/Abstract: The paper concerns the public management and its recent developments. Special attention has been given to the governance concept and its influence into the public management field. The genesis of the governance concept has been presented with the emphasis to the complexity of the environment of public organisations and the complexity of their tasks. The governance concept is widely undertaken in the paper with regard to theoretical background (regime theory, network theory). The practical dimension of the governance approach is an ability of the government to collaborate and create partnerships with other public and private actors. In the paper the issue of local and regional partnerships has been developed. The special attention has been given to the attitudes of the collaboration and its weaknesses.
