Income Disparities in Local Government

Summary/Abstract: Self-government financing should be based on such distribution of resources to realize the idea of equal and fair access to public goods and services. The aim of this article is income disparities analyze of municipal in Poland in the context of the efficiency of fiscal compensatory systems. Studies have shown that income diversification, even after the use of compensatory instruments, is so large it is difficult to recognize the current construction as justly. Such disparities do not allow the real chances of equal access to the same quality of public services. Under such conditions, local government, as part of a political-institutional sphere, can not effectively contribute to the formation of an integrated order.
