Summary/Abstract: Now that pro-American globalization has led to an even wider gap between North and South, the destruction of the natural environment and the exhaustion of the remaining sources of energy and raw materials, barbarism, religious fanaticism, and war, the European Union must fulfil its historic mission in the spirit of half a century of the peace movement and with the help of US Presidents Wilson and Roosevelt. Salvation lies in bringing together liberal and social aspirations, expressed in the contours of the European constitution and the principle of co-financing. The student uprising throughout America and Europe in the spring of 1968 was against the consumer society (and the Vietnam war), but was conducted in too radical and ill-thought-out a fashion; now we must turn our attention to the social, the ecological, the cultural and the disarmed world, exercising great patience, tolerance and wisdom. The European Union will be up to the task only when democratic, peace-making and humanist aspirations within it wholly repress its conservative, military and capitalist residuum. It is in this that we Europeans now affirm our identity.
