Summary/Abstract: There are over 4,000 recorded caves and potholes in Bosnia and Herzegovina. Many of the caves are of considerable aesthetic or cultural value, but only two or three are potential tourist attractions (Vjetrenica, the Main Bijambara cave, Banja Stijena). Development policy, however, means that even these have yet to become major tourist destinations. The problems of poverty, inequality and unemployment in our local communities demand a new local economic development policy based on new local economic development theories. The framework for a solution is the proper recognition of all the natural, human and infrastructural potential of every local community. Among these are the caves in fifteen municipalities (Hadžići, Velika Kladuša, Teslić, Trnovo, Foča, Kladanj, Ilijaš, Ravno, Drvar, Bosansko Grahovo, Pale, Prača, Šipovo, Stolac, and Sanski Most).
