Summary/Abstract: The authors briefly present a comparison between good governance and bad governance, from two perspectives: process and activity. At the same time, they answer a few questions such as the following: What is the meaning of good governance or bad governance? How can good governance vs. bad governance be quantified or measures? Although these are difficult questions, the authors relied on a reference system and started their analysis from the role of individuals in the process of governance and the necessity of obeying human rights. The paper presents both the parameters used for quantifying good governance and those used for bad governance.
