Summary/Abstract: The author suggests to consider the fight against illicit and non-market revenues to be a condition of evolvement of the legal economy in Ukraine. The fight is directed against a number of persons and financial-industrial groups interested in maintaining the status quo. The author has indicated the content of this fight within the complex of measures “spheres – procedures – executives – staff – control”. The author has ascertained what essential measures have been undertaken and what measures should be initiated.
