Summary/Abstract: The history of the European Union’s policy towards North Africa and the Middle East is one of many ambitious initiatives targeting countries in the region, which however tended to produce unimpressive outcomes. The Euro-Mediterranean Partnership, also known as the Barcelona Process, was born in the mid-1990s, in response to a need for the EU and its member states’ stronger relations with the southern neighbours, and for solutions to the political, social and economic problems affecting that region of importance to Europe.
