Summary/Abstract: The aim of the article is a critical analysis of current indicators useful for assessing the availability and quality of public services in the field of health protection. The article describes the disadvantages and limitations of these indicators, especially when it comes to the lack of consideration of migratory flows. The problems described in the article are illustrated by graphs and charts. The author pointed out the premises that should be considered for the construction of new, more precise indicators. The article is based on the results of a research project entitled “Acquiring new indicators in the field of health care useful to assess the availability and quality of public services”. The author of the article took part in this project and was responsible for the area of outpatient health care and hospital treatment.. The period for which the data were analyzed are the years 2013-2014. The study was conducted from a territorial perspective, which in the case of health protection means mainly poviats (NTS 4) or voivodships (NTS 2), and in some cases municipalities (NTS 5).
